Simply, you are whatever size fits. Figuring it out is affected by several factors. Starting with biological, fingers swell and shrink thanks to hormones, weather, time of day, diet, hydration, illness, disease, and more. They are not perfectly round and change with age. Also, it's not a simple case of fitting the base of the finger since there are two knuckles to hurdle.

Consider the ring's physical characteristics. Narrow ones have scant real estate contacting the finger so they wriggle into place easier than wide ones. There may be a USA ring size difference of up to 3/4! It's best to test a similar style to ensure accuracy.

Wide rings won't always be noticeably bigger. Manufacturers have several tricks. Like a relaxed fit - the inner edge is beveled or rounded slightly. Next is the comfort fit. And more extreme, a super comfort fit. Terminology aside, each one has a greater taper, which reduces the "width" so it will mimic a narrower ring.

 
If it's easy to put on then it's easy to take off or fall off.
 
Thick bands have plenty of height to carve out any profile without eating into the top surface. Thin or narrow ones have less room before hacking away at the top and/or edges. The whole purpose is to make the ring act narrow; if it's already that way then don't bother.

There are advantages to relaxed and comfort fits. They aren't as restrictive to finger movement. The edge is softened, per se, so not a pronounced pressure point. Ring weight can be an issue; less material is lighter. Some jewelers price their rings partially based on weight so it would cost less.

And drawbacks. If it's easy to put on then it's easy to take off or fall off. Narrow, comfort, and relaxed fit rings will always be less secure. They will move around easier so that prized gemstone may not always orient properly.

Resizing is something many face during their lifetime. It can be a quick, gratuitous adjustment at a mall kiosk or a protracted affair that costs thousands and requires a specialist (hello, tension-set platinum rings). Some cannot be resized "normally" including tungsten carbide, ceramics, wood, and certain metals. They either have to be machined, which is beyond the scope of most jewelers, or replaced entirely.

All is not lost, however. Several devices can make ring sizes smaller though no similar fix enlarges them. They may not work for every style:
  1. Press-fit precision-machined metal liner/sleeve virtually disappears if it matches the shank profile
  2. Removable rubbery doohickey (strip, band, or entire ring) affixed to the inside
  3. Silicone coil wrapped around the shank - clearly visible and annoying all around
  4. Metal or rubber bar or band that bridges the ring shank - bulky, awkward, and visually distracting since it sticks out

Option one is most expensive but if you spent good money on a ring, a jimmyrigged piece of rubber or training wheels like the last three are a disservice.
